Judy, if you can find some local birdwatchers, they're usually friendly folks with high power telephoto cameras. You might be able to get someone to take a few pictures of the anemometer, and then try looking online to see if it can be recognized.
Unless it is one of the solid-state ones, they all do wear eventually. It might be worth looking into a proper replacement, a new VHF antenna, new masthead bulbs, etc. all at the same time and just spreading the cost of a trip up the mast, give everything up there routine care at the same time. the wallet still will hurt, but less so in the long run.
