Harbor Freight has an inexpensive palm sander that interfaces nicely with my Shop Vac. Last time I sanded I was able to take off the mask because it was capturing everything. Not sure if this sander is big enough for your boat, but it was fine for my 25 footer.

Since my Shop Vac terminated with an awkward hard wand, I added 4' of flexible pool hose as an interface. It had rubber tips which mated perfecly at both ends:
