Waterline Length

Does anyone know if, when a rudder blade comes above the W/L of a boat, the width of the rudder or a portion of it is included in the normally accepted W/L length measurement?

Or, in a case like that, does the W/L measurement end at the rudder post?
I, myself, personally intend to continue being outspoken and opinionated, intolerant of all fanatics, fools and ignoramuses, deeply suspicious of all those who have "found the answer" and on my bad days, downright rude.
