It was NOT imprecise wording.

Websters says:
1: to sail about touching at a series of ports
1: to sail about on a pleasure trip.

Nothing within a harbor could be construed to constitute cruising. IF he had meant "do not operate" he would have said that.

And of course, some of the violation are bad sitting at the dock.
