1. No. I 've been asked show the fish I'd caught a few times. My daughter has been asked for her Boater Education certificate. Checks for PFDs and flares each time. Perhaps every 5 years and never a problems.

2. None.

3. Avoid it if it was about excesive inspections; they're anoying. Not care if it was just about speed. I've never felt harbors were dangerous, not compared to city streets.

I can't say if the ticket rate is fair. Though I've seen stupid things out on the water, I can't say I've seen anything in the harbor my harbor that concerns me. My worst scares have come from sailors with deck sweepers that failed to keep a bow watch. I've seen a few inconsiderate power boaters, but not dangerous.
