Yes it is overcharging!

Damage to the batteries will depend on how long the charger was at such a high level. Schumacher chargers are prone to this - Maine Sail has posted about a Schumacher charger that has ruined batteries on one of his customer's boats. Best to get a good charger and throw it away. As far as the batteries wait and see if they are ok.

Bulk charging voltage for flooded should be about 14.4 with a float of 13.5.
