Med,
As others have said, somthing does not seem right. Seems like someone modified that stuffing box and replaced a hose with the stainless pipe. There is a lot of friction int 12 rows of packing. I would bite the bullet and installed a new stuffing box and hose. A good quality like somthing from Buck Algonguin:

Fairly inexpensive (except for hull out), but you should be good to go after the install.
