. Piracy is a big problem for cruisers, at least to the ones that want to voyage to faraway places or circumnavigate.
It would seem to me that cruisers have a choice of route they take. If they decide on passing through pirate infested waters, they do so at their own peril. Commercial ships usually have no such choice and that is why there is a difference. Just like cruisers can (and should) wait for a good weather window when attempting a passage.
