There should be plenty. Start looking up PHRF numbers here:
Most 40' cruiser/racers are going to have a PHRF around 120.
1993 seems like an arbitrary cutoff.
Doing a worldwide search on yachtworld for 1993 and newer boats under $100k brings up 991 hits (228 in North America). I'd guess that a third of those meet your PHRF/performance requirements. Find the ones close to you, look them up on the PHRF database, then do some research into them to see how they meet your other requirements.
