Yeah, max ebb is the point at which the tide is flowing out the fastest. When that app shows "slack before ebb", that's high tide.
The Eldridge "time of high water" is the moment just before the tide begins to go back out.
Aha! Thank you. I figured I had to be doing something wrong given that everyone recommends Eldridge.
