You don't need to find 'professional' consultants. You must be in a marina or a yard; make some friends and introduce yourself around. You'll soon get a sense of who knows their stuff and who may not, both will likely be willing to share their advice and 'expertise' freely. Get two or three opinions until you narrow down to your preferred advisor/friend.

If you are not of the DIY mindset, these same people can advise on which professionals to engage for the jobs you need done.

You show a California location - are you trying to do all this long-distance??
