Roller Furling Staysail on Sloop

I am looking at a boat on which the owner has added a roller furling staysail. It is a sloop rig.
Question: what is the sailing strategy and for which sea conditions would this staysail would be beneficial? And, how will it affect the balance of the rig as a whole? How would one use it and under what circumstances (I suppose it would be when beating to windward) and what would be the sail management for the jib and the main if utilized?
Lastly, what do you think is the monetary value of this addition to the sails. How much might they have paid to add a 'roller furling staysail' to a sloop rig (on a small 30 foot sloop)?
