I've done both of those types of repairs but I'd say unless this was a fantastic deal (ie almost free) and/or you really want a santana 20, I'd probably avoid it. That stanchion points to a rotted core. Neither of those is a ton of work and can certainly be done by just about anyone willing to take some time to do it right, but my guess would be there is more work than just those two parts needing to be done. Fiberglass is labor intensive but relatively cheap. I like to use epoxy since it bonds so much more strongly if you do decide to tackle it.
