The percentage is a percentage of your "J" measurement measured on the "LP" (luff perpendicular). Your "J" measurement is taken from the front side of you mast to the tack fitting at the stem.

So, "J" is 100%.
A 130% genny will have a luff perpendicular (LP) of 130% of "J"

You can measure your luff perpendicular by taking a line from your clew and run it straight to the luff so it makes a 90 degree angle (perpendicular) at the luff.
