No, I'm not sure. But I know that area to some extent, I know that type of boat, and I would not have packed 5 people including a 3 year old on it knowing that we can run into a storm on our fishing trip. I would have taken my radio (seriously, what were they thinking?) and I would have brought the skiff to shore seeing the approaching storm. So based on what I do know about that case, I chalk it down to lack of prudence on the part of the skipper. Of course, that is just an opinion based on limited information.
