The other part of this is that the original post and caption is asking for a 'stiff' boat, in other words, as this term is properly used, he is looking for a boat with a lot of initial stability, which for all intents and purposes is a boat with a lot of form stability. Ballast or vertical height of the center of gravity generated stability, does not really come into play here.
The Eastport Pinky suggested above is actually tender, meaning comparatively little initial or form stability. If the OP was still alive and wanted a traditional boat that was stiff, a good example of that would be something like a Cape Cod Catboat.
Which is neither here or there, but at least sets the record straight.
