I should be clear...
Motor running (regardless engaged or not because another vessel could not know if it is or not)... then you are a motorboat, and rules apply as if... They don't care if your halyard is stuck or not.

I am saying that is just MY courtesy to avoid someone raising or dropping. I never expect anyone else to do the same.

Heck I should point out I rarely expect motor boaters to follow rules, much less courtesy.

I also remember the fishing vessel discussion, and good luck getting our lake fishermen to respect THAT regulation either. To THEIR minds they own the lake.
