Well, I guess the question is "what is the objective?"
If the objective is to totally eliminate all water getting into the boat through a keel-stepped mast then I agree that is impossible.
However, if the objective is simply to reduce the amount of water getting in, then there are measures that one might try: a good mast boot, stuffing the sail track full of "duct seal" or other sealant, and maybe attempting to seal off the interior of the mast with something like what Henderson described.
