I don't see the long 2x4s you mentioned tying the stands together and that is the main concern I have with what you have. You really need to have an X support front to back. I'd really rather see it on the horizontal supports as well rather than just the osb supports but they look reasonably wide enough.
Anyway, best case for the keel is to sandblast it. There are portable guys that can do it relatively cheap. Something like por-15 or any good epoxy should keep the keel protected. The keel is not lead BTW but steel, so you could also try some of the rust converters as well. There are rust eliminators that work really well but you have to keep the metal saturated. The keel doesn't really look too bad but the absolute best is to drop it while you have the chance and do it right. Keel bolt probably could use looking at as well.
