Actually the stainless tube is attached firmly to the stanchion (not with the wire running through it), just under the lifeline.
Using something like one of these.

I got heavier duty ones on both upper and lower lines.
The panel mounts directly to the rail then, and can (depending on connector) pivot up and own.
I'll be mounting my twin Kyocera 140w's tomorrow (waiting on parts).
