That's a pretty broad question. A boat designed for coastal cruising could be high in the ranks compared to other boats designed for coastal cruising, but it might be at the bottom compared to offshore-capable boats. Now, if you bought a boat that could do both, that skews it.

And people have lived aboard boats that barely float as well as on offshore-capable boats that they never took away from the dock.

Throw into the mix that any ranking is that person's opinion based on his or her needs/wants and I'm not sure that you can get a definitive answer. Take the Mahina list for example. It does not include lots of boats that many people consider worthy offshore boats and includes a few that someone may not put their mother in law on.
