No, that is not true. Most especially not for the Bahamas. Every year hundreds of boats that are titled and registered in Florida--with no USCG documentation--make the trip over to the Bahamas. C&I in the Bahamas is quite used to handling boats that are not CG documented.

If you get further down in the Caribbean then you might find CG documentation to be more convenient. At least as far south as the BVI, though, I have never heard of anyone having a problem with U.S. state registration, and no CG documentation.
