In the US, the HIN would have been on the starboard corner of the transom if the boat was built after 1982. I believe the US was following international convention on that but have no idea what or when that might apply to boats built elsewhere.

On something that small I would not expect to find a HIN inside the boat. A HIN is sometimes ground off, or rendered illegible by layers of paint, so examine the location (pictures in the PDF) carefully.
