Depends on how long you want to wait for it to soak in and how long you will wait for it to 'cure'.
35-40 degrees cooler than 70 degrees will essentially double the viscosity which will probably quadruple the time for 'soak-in' and probably 4 times the rate at which it 'cures'/dries. .... just a guestimate based on 'chemical and physical kinetics'.

Simple answer .... do it on the 'warmest day possible' and then expect it to take a very LONG time to lose its 'stickiness'. If it all goes 'bad', you can easily remove it with TSP and start over when its going to be 'warm' for a long period.
