There is a balance block. I took it out by pulling the leach reef line. There's 2 separate lines for each reef. The out haul does not need a block, nor does the topping lift. Maybe I'm using incorrect terms.

By two line reef we are referring to a setup with two reef lines going back to the cockpit for each reef - one for the luff/tack reef and one for the leach/clew reef.
There are two different setups for single line reef
One type have a balance block inside the boom witch connects both reef lines for the reef so only one line is lead to the cockpit.
The other type have one continuous reefing line that starts at the boom up through the reef cringle at the leach through the sheave at boom end forward up through the boom at the goose neck through the reef block a the luff down and back the winch.

The white&green line is one of the luff/tack reef lines
The white&red you can see at top of the inboard boom end going down is one of the leach/clew reef lines.
The other end of the boom only reef 1&2 attached to the sail (that's why you donś't see the white&red reef line
