if you do not have insurance and you a live aboard (51% of the time} and if your boat gets damaged during a declared disaster FEMA will help with repairs.

Is this for storms in the USA and only for US nationals only in that storm.
Or is it for US nationals that are affected by storm damage even if it happens out side the US?
