Would Australia let foreign professionals in to do that kind of work? Often there are border barricades to that kind of thing to protect local industry and business.
You'd think so, but no.. I don't believe there are too many barriers to this. The mining companies bring people in all the time (our 457 visa system)!!
Anyways, Charlie would be considered a professional with a specific trade looking to "invest" in Australia by "opening up a branch office" here... on a short-term basis.
