You'd think so, but no.. I don't believe there are too many barriers to this. The mining companies bring people in all the time (our 457 visa system)!!

Anyways, Charlie would be considered a professional with a specific trade looking to "invest" in Australia by "opening up a branch office" here... on a short-term basis.
