I think you're wise to explore cell networks. Most marina wifi with either have passwords or will auto expire connections, without activity. Both can be beat, but its more complicated than a cell network you essentially control yourself.
I hear you on the trust issues. I prefer raisin, by the way.
However, you should be able to get local references and a computer can't actually stop by to take care of whatever your monitoring system may tell you is wrong. You may need to trust someone anyway. Further, after you buy all this stuff and pay the monthly cell network fee, a human may not be more expensive either.
