Sailing Clubs....
In Texas, a viable option is to hunt down a desirable boat that seems to never go out. Absentee owners are often glad to grant sailing priviledges if you go on a "check out" cruise with them, and agree to pay slip fees, or a portion thereof.
It has worked for me for many years.
