If the boat presently show no apparent blistering, I would not bother with putting on a barrier coat - no blisters, no need...unless you are dramatically changing how the boat is used, such as moving to the Caribbean for 12 months use a year, in which case it deserves some thought as a precaution.

for excellent instructions on bottom prep, I doubt you want to use a hard paint as a primer. If you have any questions there's a free 800 number buried at the bottom of some pages. Also,if you check at West Marine, they can probably confirm the paint they sell is actually private-labled Interlux.
