ISAF sometimes actually does consider factors of costs and stowage space.

But two smokes is actually twice as many as you should need or use. The purpose of pyros in general is not to amuse the ships over the horizon ("Oh, that's Titanic sending up fireworks.") but rather, you DO NOT use the pyros until you can see a rescuer. Then you use them to help the rescuer figure out where you are, instead of making them scan the sea looking for a tiny dot.

So, one smoke is enough. Two gives you a spare in case the one went bad.

And if you need some outside agency to tell you how many pyros or other safety equipment is "enough"...well, maybe it is a Darwin thing, really. You carry "enough" and if that decision was wrong, Darwin was right. Yes?
