Probably the regime where 99.9% of the 'design' doesnt break or fall apart when being used in its intended venue. Ie. the normal 'scantlings' as defined by insurance claims (or not). AS an example -- that would exclude the Bavaria's with the 'fall-off keels' and the Jeanneaus with the 'snap-off' spade rudder stocks .... those would fall outside of 'normal' (0.1%) and therefore deemed to be 'outside' of normal scantlings. :-)
