I would start with asking people at s2 6.9 class association. see link below - you should be able to get input from them as someone may have had same problem:

Also, is the keel made of aluminum? You could probably get a local metal fabraicator to duplicate the keel - but you need to be spot on with the shape, dimensions, etc.
again, the best place to start is the link above - contact the officers of the class association they can at least point you to some resources.

We had to cut the keel into pieces to remove it from the boat, but managed to leave the steel bar that anchored into the lead in tact.
If we have to we could rebuild it, but would prefer just to replace it. Any ideas where a replacement can be found? (S2 is a dead end, no inventory of old keels).
