You should be able to take your old base to a foundry and have it cast in Bronze pretty cheaply. In the past I have been surprised how cheaply that can be done if you don''t mind waiting until your piece can be piggy-backed onto another pour. Of course you''ll have a little machining to do to clean up the piece but bronze is easy to work. You can get it chromed if need be. You can also have something like that pertty easily made out of SS steel tube and plate. It will be expensive but I had a custom stanchion base made for my boat before last and it cost something like $50. Obviously it would be more today.
