Most of the hard-epoxy paints become inactivated when kept out of the water for any period of time. I believe that Cam's suggestion is a good one, since sanding the paint layer lightly should remove the deactivated surface layer and allow the paint to work again upon re-immersion. However, I would add that you should sand the bottom as close to the time when you are going to re-launch the boat as possible.
