You might want to read the regulations covering mandatory safety equipment. The legal minimum, state or federal, is usually THREE. So yes, more than two will be needed.

How many did those folks in the life rafts have? And were they SOLAR pyros, or the cheapies that most boaters carry?

If you've never actually seen flares shot off, one look at how well the cheap ones can be seen is all it takes to send you out to buy the SOLAS pyros.
