Tom, I find the bubbles get bigger and stick around longer if you mix the dishwater in a bucket and then slop it on deck, section by section, working your way aft and watching one section at a time. Patience--and avoiding the glare of noon light--helps greatly.
Needless to say--the deck becomes slick and dangerous until all the suds are washed off.
