Why would you apply Interprotect 3000? Just use Interprotect 2000E as the barriercoat/primer.

The only real time you'd want to use Interprotect 3000 is if you're in california, where it isn't legal to buy the Interprotect 2000E IIRC. The only differences between the two is that IP3000 is low VOC and capable of low-temperature application, which IP2000E isn't.
