A scheel keel is one way to get a shoal draft keel. It is a short fin keel with a flared tip unlike a keel with winglets. Shoal draft just means less draft then something else. You can get shoal draft by using a centerboard, daggerboard, long keel instead of deep keel, leeboards etc.
