You'd have to refine the question. Some of that data is probably proprietary (i.e. the UK keeps Crown Copyright and sells some data) while some of it is easily found on the internet (i.e. US meteorological buoys and historical data online) while the general information about global currents in readily available--but AFAIK
not tracked in real time by anyone who would be posting it to share.
Tracking is expensive business, it may not be available on the scale you want. Or, any oceanographer might be able to point you to what is available free.
