Might ask the local USCG if they are aware of what the regulations for that bridge are, who owns it and is responsible for operating it. First, you need to find out the regulations, then have them enforced against the owner. In some places, bridge operators literally drive from one bridge to the next, and hours/periods of operation are simply way less than boaters might like.
