Just thought I'd throw some more info out on the area. Several of you have said it was his responsibility to stay clear of the shipping lanes but here on Puget Sound it is not always possible. I don't have a chart of Admiralty Inlet in front of me but in East Passage between Vashon Island and the mainland the VTS (shipping lanes) touch shore at Point Robinson and you must go into them when rounding the point. There are other areas like this up here so staying clear of shipping lanes can be quite difficult.
