The official clearance under the bridge is from the 'mean high water' or the the 'mean higher high water' in the coastal areas. farther up river it would be from the '0' on the flood stage gauge.
Plus a lot of bridges have a gauge on one pier that tells you the air height under the bridge. The higher the water the small the numbers on that gauge.

Oh! BTW I took 4.5 feet off the mast of one boat I was operating. The mate said it would fit... It didn't. The bridge is the upstream one of three bridges that are close to each other. Went under the first two just fine...but that last one!? Oopsie! This is why the mast on some work vessels can be lowered.
