ALL government spending comes about through lobbying. Currently, in the US, a lobbyist pays about 4 cents on the dollar for an earmark (and this after the grand promises of the last election to clean up the practice). Whether it's McDonnell-Douglas and Grumman or the AARP and the Sierra Club, they all lobby full time for their piece of the taxpayer's money.
Sure, they try to sell the "glamour stuff", BUT, that's the job of Congress which passes the appropriation bills to pay for the stuff, to spend responsibily. To try to blame the lobbyists for a lack of resolve by Congress, is like blaming Raymarine for you buying a chartplotter you didn't need.
