You do have to remove the amine blush if you use some epoxies, like West Systems, since it will interfere with the bonding of the gelcoat.

I'll add that this is very easy to do. Just get some water and a green srub pad and wipe it down. It does not take an inordinate amount of scrubbing or effort.
