not so fast with the worst managed state - i live in ny and can tell you two things:
1. you have some good competition for "worst managed" (I sure wish I had your state taxes instead of mine)
2. those 8 cents you are missing out of each tax dollar sure arent subsidizing NY - we are also short when it comes to our "balance of payments" with the Feds
