Harbor Overcrowding?
So, how can we start a movement to get this accomplished? Myself, I know very little about politics or how to attract attention to a social problem. I guess one could write to all the marinas in their area telling them of the advantages to the idea. But, what are the advantages to the marina? Well, if they have businesses like restaurants and marine supplies, that could be a start.
