Marty,
The
epoxy might adhere over the
varnish, but not as well as to bare wood or
epoxy. More importantly, the UV will destroy it quickly if it is not covered over by layers of
paint or
varnish, etc. I can't think of a good reason to apply
epoxy over
varnish (especially given the cost of
epoxy nowadays!!!
