You see the same kind of thing, particularly with the jet-skis, at the Marine Stadium anchorage on the weekends. Though, the last time I was there, they had two marine police boats there all day Saturday, and they were stopping people.

I think a big part of the problem in Miami is that people with the kind of boats that are inconsiderate, tend to be people with a good chunk of money. This tends to make them feel, if not above the law, at least above the rules of common courtesy, to anything less expensive than what they are in. Much like you see on the roads with people in expensive cars. Please note, this is a general statement, not a blanket one.
