I have to assume the stds you are talking about, it ocean, must apply to Chesapeak bay area? Here in the NW, ie puget sound, we have 4 stds to work with, IV - dingy - not much here, III min flares, water, toilet, II includes off the top of my head additional flares,
radio, sleeping something for drainage in cockpit, then cat I which is more of an open ocean requirement needs.
